The GZIP environment variable is too hazardous.
* gzip.c (env, ENV_OPTION):
* tailor.h (OPTIONS_VAR):
* util.c (SEPARATOR, add_envopt):
Remove.  All uses removed.
* gzip.c (main): Ignore GZIP.
* tests/gzip-env: Test that GZIP is ignored.
